As recently announced by the Department of State (DOS) in the June 2015 Visa Bulletin, the second employment-based, second preference category (EB-2) and EB-3 category for individuals born in India and China will move forward as expected.
Changes to the EB-2
The EB-2 for India will advance by 5.5 months, to October 1, 2008, The EB-2 for China will move forward by an entire year to June 1, 2013.
Change to the EB-3
Additionally the third preference category (EB-3) will also see changes. For individuals born in India, the advancement will only total to one week, resulting in a new cut off date of January 22, 2004. While individuals born in China will now see an advancement towards September 1, 2011.
